Our History

True Covenant Family Worship Center originally known as True Holiness Pentecostal Church of Jesus Christ was founded in 1967 under the leadership of the late District Elder Sam Hall and Mother Olivia Hall. The ministry began as a beacon of hope in the Sunnyside community of Houston, offering a place where individuals and families could come to experience the transformative power of God. District Elder Sam Hall and Mother Olivia Hall led with unwavering dedication, nurturing the growth and spiritual foundation of the church until their transition.

The Legacy of THPC Continued....

Following the founding of True Holiness Pentecostal Church by District Elder Sam Hall and Mother Olivia Hall, the pastoral mantle was passed to their son-in-law, District Elder Keith E. Simpson, and their eldest daughter, Mother Esther Lee Hall Simpson, in 1988. Stepping into this role after the transition of Pastor Sam Hall, District Elder Simpson and Mother Simpson faithfully continued the work of ministry, co-pastoring and leading the church with unwavering dedication for 26 years until the mantle was passed to their son, Pastor Keith S. Simpson, on March 14, 2014.

During his pastorate, District Elder Simpson touched countless lives and endured numerous challenges, sustaining the ministry through God’s strength and the support of a committed church family. His resilience and faithfulness have left a lasting legacy within the church and beyond.

District Elder Keith E. Simpson brought his expertise as a Journeyman and Master Electrician and Air Conditioning & Refrigeration Contractor with Simpson & Sons into his ministry, using his talents to support the church and community practically as well as spiritually.

He held positions on advisory boards, served as Deacon, Head Deacon, Sunday School Teacher, and Superintendent, and was later ordained as an Elder after completing training with Aenon Bible classes. District Elder Simpson also served within the Texas State Council under several bishops, including Bishop Wauls, Bishop Ellis, Bishop Wagner, and Presiding Bishop Richard Young.

The ministry and leadership of District Elder and Mother Simpson left a profound impact on True Holiness Pentecostal Church, now known as True Covenant Family Worship Center, and their legacy continues to inspire future generations of believers and leaders.

What We Believe

  • The Bible:
    We believe that the Bible is divinely inspired and is the revealed will of God.
    (2 Timothy 3:16)
  • The One True God:
    We believe that there is one true God who has revealed Himself as the eternally self-existent and in relationship and association as the Father, the Son, and the Holy Ghost, whose name is Jesus.
    (Matthew 28:18-19)
  • The Work of Christ:
    We believe that Jesus died for the remission of our sins and was raised from the dead with all power.
    (Acts 2:38)
  • Biblical Marriage:
    We believe that marriage is a sacred covenant designed by God to be between one man and one woman, as outlined in Scripture. We stand firm on this biblical conviction and do not condone or facilitate same-sex marriages.

  • Salvation by Grace Through Faith:
    We believe that salvation is by grace through faith, and is the gift of God, not by works, so no one can boast.

  • Water Baptism:
    We believe that all believers should be water baptized as required by the Scriptures.

  • The Baptism of the Holy Spirit:
    We believe in the Baptism of the Holy Spirit with the evidence of speaking in tongues.

  • Holiness and Sanctification:
    We believe in living a life of holiness, both inwardly and outwardly, as a reflection of God’s character and as commanded in Scripture.

  • Tithes and Offerings:
    We believe in the giving of tithes and offerings for the support of the church and the work of the ministry.

  • The Power of Prayer:
    We believe that prayer is essential to the life of every believer and the church, as it is the means by which we communicate with God, seek His will, and intercede for others.

  • Divine Healing:
    We believe in divine healing as provided through the atonement of Jesus Christ and available to all believers.

  • Spiritual Gifts:
    We believe in the operation of spiritual gifts, including prophecy, healing, and tongues, as given by the Holy Spirit for the edification of the Church.

  • The Church:
    We believe that the Church is the body of Christ, called to demonstrate God’s love, serve others, and spread the gospel to the world.

  • The Blessed Hope:
    We believe in the Blessed Hope, which is the return of Christ to rapture the Church.

  • The Millennial Reign of Christ:
    We believe in the Millennial Reign of Christ upon the earth.

  • Eternal Judgment:
    We believe in the final judgment, where the righteous will receive eternal life and the unrighteous will face eternal separation from God.

  • The Great Commission:
    We believe in the mandate to make disciples of all nations, baptizing them in the name of Jesus and teaching them to obey God’s Word.

Code of Ethics

True Covenant Family Worship Center

At True Covenant Family Worship Center, we strive to honor God through our actions, relationships, and service. Our Code of Ethics outlines the biblical principles that guide our leadership, members, and ministries. This is a reflection of our commitment to spiritual growth, unity, and service within the church and beyond.


1. The Pastor

Believing that the Pastor is the shepherd of this flock, we commit to supporting our Pastor in the following ways:

  • Financially: By faithfully tithing, rendering offerings, and contributing to requested resources.
  • Physically: By being accountable as members, attending all services, and remaining prepared to serve in any area of ministry when called upon.
  • Spiritually: By constantly uplifting our Pastor in prayer, recognizing their labor in the Word, gospel, and ministry as they vigilantly watch over our souls.

2. Delegated Leadership

We honor the leadership chosen by the Pastor to serve on his behalf. Our commitments include:

  • Respectfully: By honoring their position and the authority they have been given.
  • Willingly: By assisting them in any way necessary, whether physically, spiritually, or monetarily.
  • Unified: By following their guidance with a spirit of unity, understanding that they operate under the authority of the Pastor and God.

3. Fellow Members

As members of True Covenant Family Worship Center, we operate as a unified and supportive family by:

  • Promoting unity within the congregation and refraining from actions or speech that hinder harmony and fellowship.
  • Demonstrating love, care, and encouragement to one another as we grow together in faith.
  • Holding one another accountable in love, encouraging each other to live according to God’s Word.

4. The Community

We recognize that we represent the Body of Christ to the community and commit to:

  • Upholding ethical and moral standards established by True Covenant Family Worship Center and its affiliates.
  • Exemplifying professionalism and integrity in all matters to reflect the character of Christ.
  • Serving as ambassadors of Christ, modeling love, kindness, and compassion in our interactions with the community.
  • Sharing the gospel through outreach and acts of service.

5. Personal Conduct

We commit to living lives that honor God by upholding biblical principles of love, honesty, humility, and respect in our actions, speech, and relationships.


6. Accountability

We commit to holding ourselves and one another accountable in love, encouraging each other to live according to God’s Word and grow spiritually.


7. Confidentiality

We commit to maintaining confidentiality in matters of prayer requests, counseling, and other sensitive situations, ensuring trust and integrity in our church community.


8. Conflict Resolution

We commit to resolving conflicts according to biblical principles, addressing issues directly, humbly, and with a spirit of reconciliation.

9. Social Media and Public Representation

We commit to representing True Covenant Family Worship Center and the Body of Christ with integrity in all public and digital spaces, ensuring our actions and words glorify God and build up the church.

We commit to actively participating in the life and ministries of True Covenant Family Worship Center, using our gifts and talents to serve the church and advance God’s Kingdom.

Pastor Keith Simpson

Lead Pastor

District Elder Keith S. Simpson is a devoted leader and preacher, passionate about serving his community and sharing the word of God. In June 2022, he assumed the role of District Elder and currently serves as the esteemed Chairman of the Bay Area District and State Treasurer for the Texas State Council within the Pentecostal Assemblies of the World. Additionally, on March 4, 2014, he was consecrated as Senior Pastor of True Holiness Pentecostal, now known as True Covenant Family Worship Center.

As a third-generation preacher, District Elder Simpson leads True Covenant Family Worship Center in Houston, Texas, with vision and dedication. A 1992 graduate of Evan E. Worthing Senior High, he furthered his education at the College of Biblical Studies and the University of Phoenix. From a young age, Elder Simpson committed deeply to his faith, being baptized in the name of Jesus Christ and receiving the baptism of the Holy Ghost at age 14. His ministry journey began at 18, when he preached his first Youth Sunday message. Pastor Keith and Lady Tashika Simpson have been married since June 19, 1993, and their family includes two children, a daughter-in-law, and two grandchildren. Together, they serve as an inspiring and uplifting force within their community.

Over the years, the church has evolved in both its name and its reach, while maintaining its steadfast commitment to biblical truth and the love of Christ. In 2024, under Pastor Simpson’s leadership, the ministry adopted the name True Covenant Family Worship Center, symbolizing a renewed focus on covenant relationships—with God and one another. This transformation reflects the church’s mission to strengthen families, cultivate discipleship, and serve as a beacon to the surrounding community.

True Covenant Family Worship Center continues to grow, serving as a place of restoration, empowerment, and connection for all who enter. Looking forward, the ministry remains dedicated to equipping individuals to live out their God-given purpose and to make a lasting impact in their communities.

Lady Tashika Simpson

Elect Lady/Covenant Women of Grace Director

Lady Tashika A. Simpson, an unwavering Intercessor and Prayer Warrior whose journey embodies resilience and faith was born in the vibrant city of Chicago, Illinois. Lady Tashika’s path led her from the windy streets of Chicago to the warm embrace of Houston, Texas. Despite facing trials, including being disfellowshipped in her youth, she emerged stronger, guided by her unyielding faith in God. In 1993, she embarked on a new chapter of her life as she married Minister Keith S. Simpson. Together, they’ve become a formidable force in ministry, inspiring countless individuals with their unwavering dedication to Christ and His people. Beyond her role as a pastor’s wife, Lady Tashika’s compassion extends into the realm of healthcare, where she excels as a Master Surgical Technician and Doula, touching lives with her healing hands and comforting presence. Now serving alongside her husband at True Covenant Family Worship Center, Lady Tashika embodies the essence of a Woman of God. Her ministry transcends the church walls, as she uplifts and encourages women from all walks of life, leading by example with her humility, grace, and unwavering faith. As a beacon of excellence and grace, Lady Tashika shares her journey with her husband, Pastor Keith S. Simpson, their cherished children, Joseph Le’mon, Jocelyn Monique, daughter-in-law Ashlee and 2 grandchildren Joseph & Joel, spreading love and faith wherever they go.
